It is with deep sorrow that we announce the passing of Shannon, a loving wife, mother, daughter, sister, and dedicated leader, who left us on July 2, 2026, at the age of 47.


Born on May 9, 1979, in Wilmington, Ohio, Shannon was a bright light whose warmth, intelligence, and compassion touched everyone she met. A valedictorian of East Clinton High School (Class of 1997), she went on to earn a Bachelor of Science in Biology from Denison University and a Master's Degree in Public Health from The Ohio State University.

Shannon built a remarkable career as a healthcare executive, serving in large academic medical centers and multi-region non-profit systems. With deep expertise in surgical and cardiovascular services, business development, physician integration, operational efficiency, and quality improvement, she led transformative initiatives that expanded patient access, enhanced care delivery, and strengthened communities-most notably during her years at PeaceHealth, Kaiser Permanente, and The Ohio State University Wexner Medical Center. In 2025, Shannon and her family returned to Ohio, where she brought that same passion and leadership to the Surber Family agribusiness at Premier Solutions.


Above all, Shannon's greatest joy was her family. Her love for them was total and unwavering. She is survived by her devoted husband, Ethan J. Rhoads of Leesburg, Ohio; her children, August (10) and Isabelle (8); stepchildren Jett and Abbie Rhoads of Creswell, Oregon; her parents, John and Connie Surber of Sabina; siblings Shawn Surber (Rebecca) of Seaman, their daughter, Brooklin, Traci Surber (James Sluss) of Highland, their sons, Lane and Levi and Todd Surber of Hillsboro; grandmother, Shirley Ross and a wide circle of extended family and friends across Ohio and Oregon who will carry her light forward.

Shannon's legacy of light, compassion, excellence, and quiet strength will live on in the lives she touched and the family she cherished.
